Mountain View is beginning one of the most important projects a town can undertake—a full update to our zoning and land use code. This is more than a technical rewrite; it’s a chance to shape the look and feel of our community for decades to come.

Our current zoning code is many decades old. It has been repeatedly amended and now reads like what some have called a, “Franken-code.” You get the idea. It is complicated, inconsistent, and hard to navigate because it has many disparate parts that evolved over time. Property owners, builders, and staff spend too much time interpreting what should be clear. Modernizing our code will make it easier for everyone to understand what can be built, where, and how. In turn, this reduces costs and confusion while protecting what makes Mountain View unique.

The new code will bring together zoning and subdivision regulations into a single, user-friendly chapter. It will emphasize walkability, mixed-use development, and a vibrant pedestrian experience in our commercial areas, while continuing to preserve the character and charm of our residential streets. Doing this work will also reduce the impediments to building more attainable homes when properties are redeveloped. This effort is essential: we can welcome new residential and commercial investments without losing the qualities that make our small town special.

An updated code will streamline the review process for developers and property owners, cutting down the time it takes to build housing or improve commercial properties. Clearer, simpler rules will encourage responsible investment and help ensure the town’s long-term financial stability.

But this isn’t something that can (or should!) be done by Council and consultants alone. The most successful land use codes reflect the voices of the people who live and own property in the community.

Over the next year, the Town will host a series of public workshops that take sections of the existing code one at a time. Residents and property owners will be invited to learn, discuss, and help shape the new rules that will guide Mountain View’s future.

This is our opportunity to work together. To build a code that reflects our shared values of safety, community, and financial sustainability. By participating, you’ll help ensure Mountain View remains a welcoming, walkable, and financially resilient town for generations to come.

We’re launching a community photo and art challenge to capture the spirit and character of Mountain View—the places, people, and small-town moments that make this community feel like home.

Whether you snap a photo, paint a scene, or sketch something special, we’d love to see what Mountain View looks like through your eyes. Town Council will decide in November how to recognize the winning piece, and the selected artwork will be framed and displayed in the Colorado Municipal League building alongside creative works from other Colorado towns.
