Over the last few months, the most visible changes at the former Lutheran Hospital campus have revolved around clearing old buildings to make way for new construction. Now, the roughly 100-acre redevelopment is beginning to reveal what is coming next.
Demolition at the Lutheran Legacy Campus remains on schedule and is expected to wrap up by the end of 2026 according to Chris Elliott, principal of E5X Management, the master developer overseeing the site. Utility work is already underway, and grading is expected to begin within the next 60 days. Elliott’s year-end estimate is slightly sooner than E5X’s public project timeline, which projects demolition will be completed in early 2027.
While the physical work is progressing as planned, approvals have taken longer than expected.
“Land use approvals are behind schedule, which is not uncommon for a project this complex,” Elliott said.
The concept plan, approved by the city in January 2026, is moving through the next stages of development and the city outlined the next step as subdividing the property into lots for housing, civic and commercial areas. More detailed approvals may still be required as individual portions of the plan move toward construction. Elliott said the number and types of residential options planned for the development have not changed.E5X has previously estimated the project will include about 1,300 residences.
According to Elliott, five builders are under contract, accounting for nearly all of the available residential areas. E5X is also working with a couple of additional builders, though the company did not disclose its builder partners at this time.
The agreements cover single-family homes, duplexes and townhomes, as well as a large multifamily apartment site. MGL Partners is under contract for the senior housing portion of the campus. The planned Legacy Terrace Apartments project would add 50 affordable homes for adults 62 and older.
Construction on single-family homes, duplexes and townhomes is expected to begin around the same time in spring or summer 2027. Elliott said the first homes will likely appear in late 2027, with apartments following by a few months. Pricing has not yet been determined.
Before home construction begins, the next few months will focus on preparing the site starting with utility work and grading and progressing to road improvements.
For now, the focus remains on residential development. E5X is conducting preliminary studies of possible retail uses, but no decisions have been made and no timeline has been set for commercial development.
“We will be making some announcements in the next few months and revealing more about our plans,” he said. “So, stay tuned.”
